Services and happiness
Power, water, safety and parks that keep residents happy.
The services
Homes need services before they can grow. Bigger homes need more of them, and each service building only reaches homes within its area.

Capacity and reach
Power, water, waste and sewage work for the whole city: every home uses 2 units per tier, so build more of them as homes grow. Fire, police and healthcare only reach homes within the area around the building: tap it to see the area.
Upgrade a service building for 50% more capacity and one more tile of reach per level. The Fire Station, Police Station and Hospital also get a bigger building when they grow.
Happiness
Parks, plazas and fun places make residents happier, which also raises how many people live in a home. Factories cause pollution and noise: keep them away from homes.
A home starts at 65 happiness. Every missing service takes 22 off, every park or fun place nearby adds 8 (at most 24 in all), and a canal next to the home adds 6. Below 35 a home will not upgrade, and unhappy homes pay less tax.
Different kinds of places around a home (green, sports, culture, fun, shopping…) each add residents, and a mix of kinds adds 5% extra. City Pulse shows at a glance what your city is missing.
Each kind adds at most 2× what the strongest place of that kind near the home adds, so a few small parks only go so far: bigger buildings that unlock later raise that limit. One kind of place never adds more than 36% residents to a home.
